Serien starter på dagen i 1920, hvor det amerikanske spiritusforbud træder i kræft. Det er en tid, hvor Amerika står over for store forandringer. USA slikker sine sår efter 1. Verdenskrig, spiritusforbuddet skaber kriminalitet og et børskrak venter rundt om hjørnet. Ved New Jerseys sydlige kyststrækning begynder luksushoteller og natklubber at dukke op, og det nye forlystelsesområde kaldet Atlantic City lokker både rige og fattige til byen for at gøre en god forretning. Enoch "Nucky" Thompson er Atlantic Citys mægtigste mand, er en korrupt politiker, der opbygger sig et imperium ved at smugle og sælge illegalt alkohol. Han gør desuden forretninger med frygtede gangstere som Al Capone og Lucky Luciano. Det gør ham til et mål for FBI, mens kræfter inden for Enoch Thompsons egen organisation også gerne ser væltet af.

All 12 episodes from the first season of the Golden Globe-winning HBO period drama set during the 1920s Prohibition era. Atlantic County Treasurer Enoch 'Nucky' Thompson (Steve Buscemi) sets up a bootlegging business, hoping to get rich. As he progresses in his venture he crosses paths with politicians and mobsters alike but his lavish lifestyle soon leads the federal government to grow suspicious of his activities. Among the show's executive producers are its creator, 'The Sopranos' writer Terence Winter , and Martin Scorsese , who also directed the pilot.
