Handlingen i Disneys 28. klassiker foregår under havets overflade på bunden af det blå ocean. Der bor den boblende glade lille havfrue Ariel sammen med sin far Kong Triton og sine søstre. De bor i et paradis, men Ariel kan alligevel ikke lade være med at fantasere om, hvordan et liv på landjorden ville være. Hendes nysgerrrighed bliver ikke mindre, da det lykkes hende at redde en smuk prins fra at drukne. Da længslen til sidst bliver for stor, bestemmer Ariel sig for at gennemføre sin plan om at stige op på landjorden. Hun trodser sine venners advarsler og indgår en aftale med havheksen Ursula. I bytte for Ariels smukke stemme, lover Ursula at give hende to ben. Det som fra begyndelsen var en ønskedrøm, bliver snart et mareridt.
